So what is the purpose of a P.E.M. (and a D.E.M)? P.E.M. stands for Precinct Election Meetings and alternatively, District Election Meetings. These meetings are held at the precinct level, i,e, each precinct's party members attend, to elect the delegates of that precinct. In odd number years, within 4 weeks of the P.E.M.s, the new delegates of the each of the precincts of any given district, elect a district chair for that district (section 326 of State Bylaws).
Delegates are voting member of the Hawaii Republican Party. The delegates vote at the conventions for bylaw changes and party leadership at the county and state level.
If you are interested in being a delegate, contact your district chair. (using the form on the contact page, here). All of the delegate seats in your precinct will be up for grabs on February 12th. There are a finite number of seats and alternate seats.
Members of the party can vote for the delegates of their precinct, members can self-nominate. ALL must show up to the live zoom call in order to vote. (Members must be members at least 10 days before the P.E.M. in order to vote).
Although the delegates are the most numerous of seats in the on party structure, they too hold the most importance. Delegates are the voting members of the party. They vote on the party rules and the leadership - thus steering the party in the direction they choose, by majority, want it to go. The importance of these seats can not be underestimated. You like the direction of your District, County, State and County? Delegates ultimately choose the path.
The efforts of the delegates that have a well oiled, functioning party, directly effects in the efforts of getting more Republicans elected into state and federal offices. Get involved at your precinct and district level.
We have had almost 70 years of single party rule that has been detrimental to our rights, our families and our way of life in Hawaii. Fresh ideas and out-of-the-box thinking are needed. We need more patriots in these positions to help turn the state red. With President Donald Trump at the helm, we have a great opportunity to help him drain the swamp here in Hawaii.
